When the investigation agents break the law by leaking documents, is the investigation legitimate?

On the one hand I feel that leaks show a weakness within the organization. No national security information should ever be leaked. On the other hand I feel that leaks are not a bad thing. It puts knowledge in the public sector, putting pressure on groups to not bury the information. It forces groups to 'do the right thing', and not ignore detrimental actions.
